I have this and was very surprised to read any less than great reviews. It is made by Delta and has their very durable and pretty pearl nickel finish, as well as really nice styling. It comes with the hardware to install and a paper template so that you put the brackets the right distance apart to hold the bars in place. Maybe the reviewer who had trouble with this didn’t use the template.
I like this set and have just added the robe hook to the other pieces I have, it installed just as easily.

Looks really nice, but poorly engineered. A single set screw on each end of the bar is all that keeps everything together. Both screws stripped before I got it assembled the first time. Replaced w/locally purchased set screws, which tightened down ok, but will not hold well enough to support the stresses from 2 large towels.

Very attractive, however, the front bar of the two bars tends to pop out too easily. It is quite far forward of the wall mechanism and this makes this forward part of the mechanism spread just enough to allow the bar to come out.
